Futian District bases on the implementation of the development strategy for the district construction relying on environmental protection, with the objective to build Futian District a model in Shenzhen. To this end, Futian District is working in an all-round manner on a “1+3” economic framework, hosting headquarter economies for industrial leaders while focusing on hi-tech industry, modern services and culture industry as three industrial pillars.

I. Development of headquarters economy

Futian District has drawn the headquarters of various corporations with its relatively weaker demand for land, low energy consumption and high efficiency. With the convergence effects of headquarters, Futian aims to achieve an optimal combination of the corporate value chain, regional resources and geographical layout, in order to sustainably grow the Futian economy.

Key business invitation objectives: Futian has attracted the world’s top 500 corporations, Chinese and overseas industrial leaders, brand enterprises and SMEs to set up their global or regional headquarters to drive relevant industries towards high-end development.

     II. Development of hi-tech industry

The District focuses on the development of high technologies in computers and software, communication devices, digital A/V, bio-pharmaceuticals, new materials, alternative energies, and other industries. In the meantime, it encourages international R & D centers and test centers to cluster in Futian. Great efforts are made to boost mobile communication terminals, video surveillance equipment, embedded software and other fields of electronic information industries.

Key objectives for investment promotion: Futian welcomes multinationals and domestic leading enterprises to set up R&D, data processing, test, procurement, third party logistics, sales and settlement centers.

III. Development of a modern service industry

Futian District vigorously develops high-level services with particular emphasis on eight fields including network information, creative design, innovative finance, professional expertise, high-end tourism, brand convention & exhibition, outsourcing services and modern logistics.

Key objectives for investment promotion: both domestic and international financial institutions are encouraged to set up regional headquarters and branch offices in Futian. Convention and exhibition enterprises with international influence, professional service institutions in international brand services, modern trades, and high-end logistics are also enticed to drive further development of professional services, such as legal, accounting, consulting, auditing, evaluation, notarization, brokerage, advertising, logistics, and training.

IV. Development of a culture industry

Some culture industries have taken initial forms in Futian, grown their market-oriented operation and demonstrated unique features. The China (Shenzhen) International Culture Industry Fair, held in May each year in Futian, has become a well-known cultural brand in China, and a platform for the exhibition, trade and promotion of culture industries.
