Futian District will rely on the business office, finance and exhibition industries in the CBD to form the core of the city¡¯s high-end service industry, and treat the cluster industry as a node in its periphery, with the ring line consisting of North Central Avenue, Honey Lake Road, and the Binhe express trunk, industrial zones connected to Hong Kong in the south and reaching to the Pearl River Delta in the north. By means of transforming industrial areas, efforts are being made to enlarge the space for industrial integration, speed up the combination and fair allocation of production factors in the ¡°Central CBD high-end industrial belt¡±, so as to lay a foundation for a modern and international central district.

I.Central area of Shenzhen and the Central Business District (CBD)

 

The central area of Shenzhen, in the core of Futian District, occupies an area of 6.07sqkm with a planned total construction area of 7.5mil sqm, surrounded by Binhe Avenue, Hongli Road, Caitian Road and Xinzhou Road. The central area, consisting of the CBD, administrative center, cultural center, exhibition centers, shopping malls and open urban parks and other functional areas, is a modernized international downtown center integrating administration, culture, information, international exhibition, business and finance.

 

The CBD, at the core of Shenzhen¡¯s central area, has highly integrated business functions boasting a planned business area of more than 3 million sqm with about 30 high-level business buildings. China¡¯s first large underground traffic hub will be built beneath the CBD with the connection of various lines. Shenzhen Subway Line 4 will be directly linked to Hong Kong¡¯s Mass Transit Railway through the Futian Port.

 

The Shenzhen CBD focuses on the investment of Fortune 500 companies, the settlement of their regional headquarters, global distribution and the purchase center of multinationals. It is also concerned with the headquarters of famous domestic enterprises and the development of finance, science and technology, culture, information, high-end tourism and other specialty industries. The auxiliary facilities of the CBD, including international exhibition centers, finance centers, shopping malls, high-grade business centers and star-rated hotels, are facilitating the exchanges, work and business of multinational companies.  

 

Key projects: Shenzhen Stock Exchange Trading Center, China Construction Bank, Ping An Insurance Building, subway exchange stations, Gangxia renovation project, power supply operation center and south clearing center; the Shenzhen Stock Exchange Trading Center has built a trading platform in the central area of Futian District; set up insurance, securities, funds and other institutional cluster centers to undertake background businesses from financial institutions with investments from Hong Kong and abroad.

 

II. Circum-CBD High-end Industrial Zone

 

(1) Chegongmiao District: focusing on the electronic information industries like mobile communications, embedded software development, photo-electromechanical integration and integrated circuit (IC) design to boost the development of auxiliary industries of innovative science and technology, service outsourcing, finance, high-end professional services etc.
Key projects include:

 

--Workshop and apartment renovation in Tian¡¯an Digital City: Covering an area of 300,000sqm, the aim is to forge a state-level private science and technology park, aiming at industries of communications and electronic equipment, innovative science and technology, creation industry, information service and software, finance, business service and high-end professional services.

 

--Shangsha Industrial Zone Phase II construction project: Covering an area of 42,000 sqm, it aims to form an innovative hi-tech park (mobile communications terminal industrial park) to improve the brand awareness of ¡°Shenzhen Mobile Communication Terminal Venture Park¡± and become a major cluster base for the cell phone industry. It also seeks to further expand the coverage of cell phones by means of mobile communication technology, embedded software development, photo-electromechanical integration technology, IC design and other electronic information industries.

 

- Tairan Industrial Zone upgrading project. Encompassing an area of 620,000 sqm, it aims to build an urban science and technology park with industries focusing on communications and electronic equipment, chemical, financial, commercial and other traditional industries as well as enterprise headquarters. Through partial renovation, the park matches the Tian¡¯an Digital Town, and will evolve into a cluster of high-tech enterprises, conventional manufacturing with advantages and corporate headquarters. It promotes the construction and business innovation of Terra Jingu.

 

(2) South Fuqiang District: Focusing on the development of the high-end service industry for Hong Kong-based manufacture-oriented service industry, the high-end manufacture industry for electronic and communication equipment, the industry services mainly including research and development, design and industry incubation acceleration, and the craftwork trade and export base integrating R & D, production, showcase and distribution. 

 

Key projects:

Shawei Industrial Zone Culture Industrial Project. To speed up the construction of Phase II of Century Craftwork Culture Square, to build it into the largest base for the headquarters, exhibitions, trades, R & D and export of craftworks.

 

(3) Futian Bonded District

 

The Futian Bonded District was established upon the approval of the State Council in 1991. The enclosure qualified for acceptance by the General Administration of Customs two years later. The enclosed area is 1.35 sq km and boasts the No. 1 Special Channel directly linking it with Hong Kong via Luomazhou Bridge. The coverage area of the Bonded District is 1.35 million sqm, including a construction area of 1.47 million sqm (excluding the auxiliary living area). The District is positioned as a hi-tech industrial and modern logistics park for the development of export, manufacture, purchase, transport, storage, distribution and other integrated logistics services, entrepot trade and international trade.    

 

 

(4) Shangbu District: Develop high-tech and high-end service industry clusters and forge a high-end information service base with a professional electronic market as the leader, featuring the common prosperity of e-commerce, modern logistics, solutions supply and other related business formats, boasting greatest influence at home but also covering overseas markets. Key projects include:

 

- North Huaqiang upgrade and renovation: It covers an area of 1.45mil sqm with a total business area of 900,000 sqm, including 400,000 sqm for an electronic market. Efforts will be made to further expose the role of Huaqiangbei China electronics market price index and encourage the ¡°big Huaqiangbei¡± business circle to shift towards diversified business formats.

 

(5)ScienTech Square District: Serve as high-tech and creative industry cluster, and strive to become creative design industry park, technology core and headquarters base.

Key projects include:

 

-- Tianmian Industrial Zone phase II construction project. The project, covering an area of 15,000 sqm, focuses on the creation and design industries and develops relevant design, research and development, manufacture, transaction, exhibition, financial enterprise incubation, intellectual property protection, qualification certification, training and evaluation etc. 

 

--Futian Industrial Zone: It covers an area of 38,000 sqm. According to the position of ¡°technology core, and headquarters base¡±, it¡¯s a service platform and technology incubator that has become Shenzhen¡¯s most important technology enterprise headquarters and cluster center for high-tech services, VC, and other independent innovative core resources.

 

(6)Bagualing Zone: Belongs to a comprehensive industry cluster, and positioned as a modern metropolitan industry park.

 

Promote the scientific planning, reasonable layout and orderly transformation, serve as the reserved land for high-end industrial development in Futian, implement comprehensive improvement and optimization, and drive ¡°workshop reconstruction and industrial replacement¡± in the parks where conditions permit (such as Rongsheng Industrial Park).

 

---Futian Rongsheng Hi-tech Venture Park: It has a total construction area of 109,900 sqm and will become a creation industry incubation base and IT software training outsourcing base upon completion. The Bagualing Base of Phase I of the Futian Hi-tech Venture Center has been set up for the application process.

 

-- Futian Angel Drinking Water Industry Park: Covering an area of 7,200 sqm, it will evolve into a drinking water technical park to house headquarters for enterprises from both upstream and downstream in the drinking water industry chain at the CBD High-end Industry Rim of Futian District.  

 

(7) North Caitian District:As a high-tech industrial cluster, the area focuses on the development of headquarters base for enterprises listed on GEM (Growth Enterprise Market) and robot industrial park. Key projects include:

 

--SEG-hitachi Industrial Zone:It covers 131,000 sqm and has a planned construction area of 730,000 sqm after renovation. The park will become a headquarters base for second-board listing companies, including financial institutions, venture capital institutions, legal service and equity transaction firms and others from high-end service industries. 

 

--Xinhao industrial Zone renovation project: Covering an area of 30,000 sqm, it will be a headquarters base for firms specializing in robot research and development, design, manufacture and sale. 

 

 

(8) Meilin District: As a high-tech industry cluster, the zone will be developed into an aerospace industrial and technology park.

Key projects are:

 

--Renovation and upgrade of the old site of Futian Combustion Power Plant: Covering an area of 38,000 sqm, it will have a planned building area of 180,000 sqm. It will focus on the development of the aviation and aerospace industry and relevant high-end services mainly engaged in electronics and system control, as well as becoming Shenzhen¡¯s Aviation and Aerospace Feature Industry Base and an important innovative industry park with the integration of military and civilian efforts at the Circum-CBD High-end Industrial Zone in Futian District
