Comprehensive policy system. Futian District has optimized its policy framework to support high-quality industrial development by integrating key elements such as capital, space, talent, housing, financing, and services to foster an innovation-driven ecosystem. The district prioritizes enterprise innovation and strengthening independent core competitiveness by building a modern industrial system. The Futian guidance fund manages 51 sub-funds with a combined scale of over 160 billion yuan, directly or indirectly investing in 4,115 enterprises (including multiple rounds of investment), with more than 200 companies publicly listed. This fund effectively mobilizes social capital to drive new productivity growth in the district.
Efficient government services. Futian pioneered Shenzhen’s first “Credit + Video Handling” reform for government services, introducing 335 service items under this model that combines credit commitment with video verification. High-frequency services like teacher qualification certification, physician and nurse registration, and law talent reward programs managed by the Futian Talent Association are uniquely processed through a fully video-enabled, “zero-visit” procedure citywide. A total of 411 government services offer instant processing upon arrival, with Futian leading Shenzhen in both immediate processing rates and reduced turnaround times. The district was the first in Shenzhen to publish guidelines covering 92 frequently used cross-regional services, enabling “off-site processing” and “nearby handling.” Futian also provides one-stop startup services for enterprises, including 24/7 self-service for instant issuance of business licenses and free company seals. The “Efficient Completion of One Matter” reform has been advanced citywide, with Futian pioneering initiatives such as “One-stop Education Enrollment” and “One-stop Mortgage and Housing Lease Registration.” The Hetao e-Station offers a comprehensive one-stop service platform for Hong Kong and Macao residents, covering tourism, living, employment, and entrepreneurship, providing 729 government services tailored to Hong Kong people and enterprises. Futian created China’s first district-level government website in Spanish and was the first to launch a full-process English guide covering 848 government service items.
Precise Talent Support. The Futian Talent Association policy has undergone iterative enhancements, implementing the “Hetao Talent Recognition and Management Measures” and establishing Guangdong Province’s first international talent hub for the Guangdong-Hong Kong-Macao Greater Bay Area. In 2024, the association awarded a total of 300 million yuan to support 19,700 talents across various categories and provide assistance to 591 enterprises and institutions. As of now, Futian District has 26 incumbent academicians, has cumulatively recognized 3,125 Futian talents, and supported approximately 121,500 high-level talents.
