At its eighth Party Congress, Futian District proposed focusing on the goal vision of being the “Best District, Happy Futian.” It plans to coordinate advancement in “Best Development,” “Best Governance,” “Best Civilization,” “Best People’s Livelihood,” and “Best Environment,” creating three new engines: the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, the Xiangmihu New Financial Center, and the Central Park Vitality Circle. The district highlights three major industries: science and technology innovation, finance, and fashion; and aims at three key positioning goals: Central Innovation Zone, Central Business District, and Central Vitality Zone. Futian seeks to accelerate building a model socialist modern urban district and a model district of Chinese-style modernization.

By 2030, Futian aims to achieve world-class economic strength, modernize its governance system and capacity, improve the happiness and wellbeing of its people, elevate social civilization to new heights, and become a higher-level model for socialist modernization.

By 2035, Futian’s total economic output and per capita GDP are expected to double compared with 2020. It aims to be at the forefront in high-quality development, a model for a city of the rule of law, a paragon of urban civilization, a benchmark for people’s wellbeing, and a pioneer of sustainable development, becoming a model district illustrating the comprehensive construction of a modern socialist country.

By the middle of this century, Futian strives to achieve great prosperity in material, political, spiritual, social, and ecological civilization, showcasing the superior advantages of the socialist system with Chinese characteristics. It aims to become a globally influential, innovative, and competitive leading city district.
