Futian’s 15th Five-Year Plan sets out to firmly shoulder the responsibilities of being a central urban area and a major economic district. With the vision of becoming “a district of excellence and a happy Futian,” and the goal of achieving decisive progress in comprehensively building both a model modernized socialist urban district and a model district of Chinese-style modernization, Futian aims to drive notable results in constructing central business, central innovation and central vitality zones that support Shenzhen’s “Five Centers.” By 2030, the district seeks sustained, high-quality economic and social development with an expected GDP scale of 830 billion yuan (implying average annual growth of about 5.5%), and to reach higher standards in best-in-class development, governance, civility, people’s livelihood and environment. Futian plans to become a brilliant showcase of Chinese-style modernization, contributing to Shenzhen’s drive to build a more globally influential economic center and a modern international metropolis, and to make decisive progress in the city’s lead role in achieving socialist modernization.
