Comprehensive policy system 

Focusing on building a modern industrial system, Futian integrates the full range of development factors — capital, space, talent, housing, finance and services — to create an innovation-friendly ecosystem that supports enterprise innovation and enhances independent core competitiveness. The Futian guidance fund has established 54 sub-funds with  more than 160 billion yuan, directly or indirectly investing in more than 4,400 enterprises (including repeated investments in multiple rounds), over 240 of which are listed companies, guiding social capital to support the development of new productive forces in the district. The “Futian — a prime base for going global” brand has been launched. The one-stop outbound services center for enterprises was selected as an innovative practice case under Guangdong Province’s business-environment optimization initiative.

Efficient government services

Futian was among the first nationwide to introduce the AI-powered “digital staff” developed by DeepSeek and pioneered the city’s “Credit + Video Processing” reform for public services. Using a “credit commitment + video verification” approach, 335 items have been made available under the “Credit + Video” regime. High-frequency services such as teacher qualification certification, physician and nurse practice registration, and support for outstanding young lawyers are the city’s only services to achieve fully remote, zero-visit video processing for the entire procedure. A total of 445 government service items are handled on the spot, and Futian leads the city in the proportion of immediate completions and in reducing processing times. The district was the first in the city to publish guides for 92 high-frequency cross-region service items, enabling “remote handling” and “nearby handling.” The one-stop company start-up services provide 24/7 self-service issuance of business licenses and free company seals. Deepening the “efficient one-stop completion” reform, Futian launched Shenzhen’s first initiatives such as single-process school admission, single-process registration and filing for mortgaged property lease.

Hetao e-Station has been built as the city’s first one-stop immigration affairs service center, initially integrating 12 immigration service items and launching one-stop services for Hong Kong and Macao residents covering tourism, daily life, consumption and entrepreneurship. A dedicated service zone for Hong Kong residents and enterprises was established, offering 792 government service items to Hong Kong individuals and businesses. Futian also created the nation’s first county/district-level government Spanish-language website and took the lead in providing full‑process English guides for 848 government service items.

Targeted talent support 

Futian has iteratively upgraded its talent policies, issuing and implementing the Futian Talent Forum 4.0 measures and establishing an end-to-end support system for talent introduction, training, evaluation and services. The district pioneered a nationwide talent evaluation system combining an "achievement system + points system + recommendation system + effectiveness system," which was selected as the "Best Case" in the 2025 Seventh National Talent Work Innovation Case competition. Futian built the province’s first international talent hub for the Guangdong-Hong Kong-Macao Greater Bay Area, attracting alumni associations from 50 of the world’s top 100 universities. It launched Shenzhen’s first district-level government-university-enterprise joint talent training program, the "Zhishan Class," piloting a "1 year on campus + 2 years in enterprise" and "academic mentor + corporate mentor" co-mentoring model. The district also piloted the "Fu Residence Plan," the city’s first housing-security model of "one bed, one room, one apartment." To date, Futian has 28 academicians in active posts and has cumulatively recognized 3,500 Futian talents.
