The Futian District Administrative Service and Data Management Bureau implements the principles, policies, and decision-making arrangements of the central committee of CPC, provincial committee and municipal committee regarding administrative services, e-government, data management, and grid management.
According to the requirements of the CPC Futian district committee, the bureau adheres to and strengthens the centralized and unified leadership of the Party over administrative services, e-government, data management, and grid management during the performance of its duties.
Its main responsibilities include:
1 Implementing national, provincial, and municipal laws, regulations, and policies related to administrative services, e-government, government data management, information security, and grid management, organizing the formulation of relevant policies and regulations for the entire district and overseeing their implementation.
2 Coordinating the overall development of the "smart city" and "digital government" construction across the district, developing relevant construction plans and annual plans, and overseeing their implementation.
3 Managing and ensuring the construction, management, application, and security of the district-level e-government external network (including government office network and government service network), e-government intranet, government cloud platform, public support platform, and common application systems, coordinating the construction of business application systems across all departments in the district.
4 Planning the district-level government data system, constructing and managing basic information resource repositories, overseeing the collection, management, analysis, and application of government data, and promoting the sharing and openness of government data resources.
5 Managing and supervising the intensive management and supervision of district-level e-government project construction, assisting in the approval and acceptance supervision of e-government projects, and assisting in the review of e-government operation and maintenance funds in all departments across the district.
6 Coordinating the construction of the district's information security protection system, implementing information security protection, emergency management, and response, guiding and supervising the district-wide e-government security work in all departments.
7 Coordinating the overall advancement of district-wide administrative approval system reform and simplifying approval services related work, responsible for the management of the district's government service item catalog, standardization construction, and process optimization.
8 Coordinating the construction of the district-wide government service system, promoting the integration and innovation of government services, managing the district's government service halls and online service halls, providing business guidance and assessment for government service work in all streets and departments.
9 Coordinating and overseeing the management, establishment of regulations, supervision, and assessment of the district's community grid management, approving the division and adjustment of the basic community grid in the district, as well as matters related to information collection for community grid management, organizing the implementation of basic information work for the district-wide grid, and guiding the construction of the district's basic community grid team.
10 Responsible for the standardization promotion and efficiency supervision and assessment of district-wide government services, e-government, government data management, information security, and basic grid work.
11 Coordinating government website work, responsible for the construction of the district government portal website, assisting in the government information public disclosure work of the district government portal website, and guiding and coordinating the construction and management of government websites across the district.
12 Coordinating with the district procurement center to promote the construction and management of the public resource trading platform and related work.
13 Completing other tasks assigned by the CPC Futian district committee, district government and higher-level departments.
