Take the lead in establishment of a mechanism for coordination, evaluation, and regulation of research project funds.

Organize efforts to formulate plans, policies, and measures for the development of advanced technologies and social development driven by science and technology.

Take the lead in the construction of technology transfer system for the district, formulate policies and measures for transfer and conversion of scientific and technological achievements, and supervise the implementation thereof.
