1. Take charge of emergency management. Coordinate and guide all subdistricts and departments of Futian District in dealing with production safety accidents, natural disasters and other emergencies, as well as comprehensive disaster prevention, mitigation and relief work. Supervise and manage production safety comprehensively and respectively in the industrial, mining and commercial sectors.

2. Implement policies on emergency management and production safety. Organize and formulate plans for the construction of a district-level emergency system as well as production safety and comprehensive disaster prevention and mitigation programs. Draft relevant regulations, rules and standards, and organize their implementation. Assist superior departments with drafting local rules and regulations.

3. Coordinate the construction of the district emergency plan system. Establish and improve a graded response system for accidents and natural disasters. Organize the formulation of the overall district emergency plan and special plans for production safety accidents and natural disasters. Comprehensively coordinate the convergence of emergency plans. Organize drills of the plans, and promote the construction of emergency shelter facilities.

4. Organize a unified emergency management information platform and guide all subdistricts and departments on its use. Establish a disaster monitoring, warning, and report system, improve the mechanism for obtaining and sharing natural disaster information, and for announcing disaster conditions according to the law.

5. Organize and guide responses to emergencies. Organize, guide and coordinate rescue for production safety accidents, natural disasters, and other emergencies. Serve as the district disaster response headquarters, comprehensively study and judge the development trends of emergencies and put forward countermeasures. Assist responsible comrades designated by the CPC Futian District Committee and Futian District People’s Government in organizing disaster emergency responses.

6. Command and coordinate various emergency professional teams in Futian District in a unified manner, establish a joint emergency coordination mechanism, and promote the alignment of command platforms. Apply for the participation of the People’s Liberation Army and the armed police forces in emergency rescues.

7. Coordinate the construction of emergency rescue forces, and build professional emergency rescue forces in the case of forest fires, earthquakes, geological disasters and production safety accidents. Guide the design and construction of emergency rescue forces in all subdistricts and departments and social emergency rescue forces. Coordinate the construction of comprehensive emergency rescue teams.

8. Manage, deploy, and implement fire control measures according to the reform policies of the Central Government.

9. Organize the off-site emergency responses for nuclear accidents in nuclear power plants and coordinate the off-site emergency preparation and rescue for nuclear power plants.

10. Guide and coordinate the prevention and control of and response to disasters resulting from forest fires, floods, droughts, freezing, typhoons, and geological events. Comprehensively monitor and issue warnings related to natural disasters. Organize and perform risk assessment of natural disasters.

11. Organize and implement the prevention of earthquake disasters. Assist superior authorities with earthquake monitoring, prediction and warning.

12. Organize and coordinate disaster relief. Organize and perform disaster verification, loss assessment and disaster relief donation. Manage and distribute disaster relief funds and materials and supervise their use within the purview of the bureau.

13. Supervise and manage production safety according to the law. Guide, coordinate, supervise, and inspect production safety of relevant government departments and subdistricts. Organize the inspection and assessment of production safety. Innovate and strengthen the comprehensive supervision of production safety.

14. According to the principles of classification and jurisdiction, supervise and inspect the implementation of production safety standards specified by laws and regulations by industrial, mining and commercial organizations, as well as the production safety situations of these organizations; supervise and inspect these enterprises’ production safety management of relevant equipment (except special equipment), materials and protective devices. Organize and implement the production safety access system according to the law. Comprehensively supervise and manage the safety of hazardous chemicals as well as the production safety of fireworks enterprises.

15. Organize and guide the investigation and handling of production safety accidents according to the law. Supervise accident investigations and liability implementation. Organize the investigation and evaluation of natural disaster emergencies.

16. Perform exchanges and cooperation in emergency management. Organize and participate in cross-regional rescue in the case of production safety accidents, natural disasters, and other emergencies.

17. Develop plans for emergency materials reserves and emergency rescue equipment, and organize the implementation of these plans. Take the lead in establishing and improving the emergency materials information platforms and allocation systems. Allocate emergency materials during disaster relief in a unified manner.

18. Take charge of publicity, education and training related to emergency management and production safety. Promote digitalization and the application of technologies in emergency management and production safety.

19. Be responsible for coordinating on-duty shifts of the District People’s Government General Duty Room and District Mayor Hotline Office, and manage and operate the Smart Futian Command Center. Receive, distribute and supervise various non-urgent matters in the district.

20. Take charge of the construction of emergency management and production safety personnel teams.

21. Complete other tasks assigned by the CPC Futian District Committee, Futian District People’s Government, and superior authorities.
