Shenzhen is tasked with deepening reform and expanding opening up at a higher level and toward higher goals, according to a Central Government document released yesterday. 

The city is expected to create more replicable experiences for the rest of the country. As per the document, foreign investors will be supported to establish vocational skills training institutions in Shenzhen. Employers will be granted greater autonomy in the introduction of overseas talent. The city will allow qualified Hong Kong tax professionals to practice in designated areas and streamline its licensing exams for overseas professionals in the futures industry.
