Regulation mulled for safe leisure cycling

Shenzhen plans to introduce a regulation governing the construction and management of leisure cycling paths, as well as specifying speed limits for cyclists on these paths, in order to create a safe, orderly, comfortable, and civilized cycling environment.

The city’s urban management bureau is now soliciting public opinion on a draft regulation.

The draft requires that the operating hours of leisure cycling tracks be clearly specified, with conspicuous notices placed at the entrances and exits. For parks and greenways that already have designated operating hours, the cycling hours need to be adjusted to between 6 a.m. and 11 p.m.

Paths in suburban parks that are not suitable for night cycling will have their cycling hours determined by the respective management offices. For leisure cycling tracks set up on municipal roads, cycling hours will be determined in accordance with relevant municipal road laws and regulations.

Additionally, the speed limit for leisure cycling is 15 kilometers per hour. In high-risk areas such as sharp bends and steep slopes, as well as in areas with dense crowds, cyclists must follow the speed reduction prompts indicated by signs and slow down. If necessary, they must dismount and push their bikes.

If pedestrians use the leisure cycling track in the absence of an independent pedestrian path, they must keep to the side and travel in one direction, and cyclists must also control their speed and actively give way to pedestrians.

The draft stipulates that cycling paths are off-limits to cars, motorcycles, mopeds, scooters, balance bikes, stunt bicycles, skateboards, and roller skates. Additionally, cycling paths must not be used for parking vehicles or bicycles. Riding under the influence of alcohol and cycling against the traffic flow are prohibited.

Shenzhen now boasts 1,320 parks, and the total length of its greenway network has exceeded 3,600 kilometers. Cycling has become a popular outdoor sport and recreational activity among residents.
