Futian unveils policies and major projects in 2026 ‘All-In’ internationalization drive

On Feb. 24, the first working day after the Chinese New Year holiday, Futian District held its 2026 New Year Major Projects Promotion Meeting at the Xiangmihu project site, signaling a full-throttle start to a year-long push to “All-In” on internationalization and industrial upgrading.

At the event, the first batch of 49 tasks for 2026 was released and a New Year business support package comprising four categories and 24 targeted policies was unveiled. The district also launched the “2026 Futian Gifts Express” package, organized around industry, talent, space and venture capital, with 26 dedicated supporting measures to attract more companies and professionals.

‘Internationalization Year’ action plan

Futian released the Measures for the “Year of Internationalization,” a comprehensive plan spanning hardware, services and industry dimensions. The plan identifies 21 focus areas and 105 concrete measures designed to clear bottlenecks for global visitors and investors — from port entry procedures and local transport to payment systems and government services — while strengthening support for outbound business and foreign investment. The goal is to build an international-standard, livable and business-friendly environment.

Tools for global visitors and APEC engagement

To help residents and visitors better understand and engage with regional international events, Futian published an APEC Knowledge Q&A Handbook that distills 100 core APEC facts into plain language. The district also issued a multilingual paper map titled “Eat, Stay, Move, Shop, Play,” clearly marking hotels, dining, shopping, cultural and transport sites to make international guests feel at home.

Industrial expansion and precision support

Acknowledging that an “International Futian” depends on industrial vitality, the meeting emphasized targeted policies for strategic emerging sectors. The policy suite offers broad coverage and precision: 20 industry policies focusing on areas such as artificial intelligence, semiconductors and integrated circuits, smart terminals, the digital economy, biomedicine and low-altitude economy. Complementary measures on talent, space and capital aim to address enterprises’ practical “growing pains.”

Ten new industry communities, 1.55 million sqm of space and major financing

Futian unveiled an upgrade program summarized as “Ten Communities, a Million-plus Space, and Hundreds of Billions in Funding,” targeting AI, intelligent terminals, digital economy and biopharmaceuticals. The ten communities announced are:

Futian opened 43 office and R&D buildings totaling roughly 1.55 million square meters of industrial space — including Fuxing Century Tower, Hetao Sci-Tech Center, Shenzhen-Hong Kong International Science Park, CITIC International Tower and Shenzhen International Innovation Center — to support project landing and cluster formation. Futian also pooled 13 types of premium financial resources, including the Changsheng Fund and CCB AIC Fund, assembling at least 400 billion yuan (US$58.39 billion) in combined capital to back enterprises through their life cycles.

Major projects and urban upgrades

The meeting advanced 24 major spring projects with a combined planned investment of about 14 billion yuan. Eighteen of those projects focus on improving the urban environment and functionality, encompassing supporting works for key zones such as Xiangmihu, urban renewal and renovation of old residential communities, and redevelopment of low-efficiency land parcels. These initiatives aim to comprehensively optimize the district’s visual appeal and functionalality across infrastructure, the living environment and spatial layout.
