Futian’s full-stack HarmonyOS AI digital govt. project among SZ’s OR application demonstration initiatives

The Full-Stack HarmonyOS AI Digital Government Project submitted by Futian District made a high-profile debut at the Fifth Shenzhen OR (Open Harmony & Real-time) Conference and Software & Information Investment Promotion Conference on May 15. It was selected as one of the city's first batch of OR application demonstration projects.

The recognition transformed the Futian District Government into a live showroom, attracting a delegation of 25 enterprises for on-site research and investigation. As the only benchmark project in China to achieve full-stack HarmonyOS implementation and full-chain independent control within a government complex environment, Futian is leveraging core technology and practical application to pave a replicable, high-value "Futian Path" for the large-scale deployment of OpenHarmony.

To address common pain points in established campuses, such as fragmented heterogeneous equipment, deep protocol barriers, and isolated data silos, Futian took the lead in constructing a full-stack architecture comprising an OpenHarmony Meta Base + AI Super Intelligence + BIM Digital Twin IOC Cockpit. Leveraging HarmonyOS’s distributed soft bus technology, the project has achieved unified access for over 1,000 sets of heterogeneous facilities across 26 categories, including water pumps, power distribution rooms, air conditioning units, and fire control systems, regardless of brand or protocol. Currently, more than 90% of the equipment in the complex is connected, and energy data collection is 100% automated, effectively breaking the previous pattern of fragmented digitalization.

Futian has utilized the HarmonyOS microkernel and the Xingdun security architecture to build a full-link protection system spanning terminals, edges, and the cloud. This ensures local data closed-loops, zero-trust edge access, and full traceability of operations, achieving genuine independent control from the chip and operating system level to the application layer. Beyond connectivity, the project innovatively adopted a minimally invasive and retrofitting lightweight transformation model. By installing HarmonyOS modules onto existing equipment, Futian achieved maximum performance upgrades with minimal capital investment, resulting in a comprehensive cost reduction of approximately 40%.

The system is currently powered by a Super Intelligence capable of "single-command scheduling and second-level response," which has boosted cross-system collaborative efficiency by 80%. Time-consuming tasks such as meeting preparations have been reduced from 30 minutes to just three minutes. Furthermore, through the precise scheduling of HarmonyOS edge computing, public areas now feature dynamic energy saving — activating when people arrive and entering sleep mode when they leave. This has resulted in an annual electricity saving of over 2.1 million kWh and an energy consumption reduction rate of 23.19%, contributing to the creation of a Near-Zero Carbon Government Office powered by HarmonyOS.
