Futian’s reputation as an international district is set to continue. Futian was the first district in Shenzhen to sign a cooperation memorandum with a foreign city, and it is making efforts to welcome international residents. 　　The district inked a friendly exchange and cooperation memorandum with Issy-Les-Moulineaux, also known as Issy, a French city southwest of Paris, in 2013, which is the second foreign city to partner with Futian. 　　Recognized as a pioneer in the use of information and telecommunication technology, Issy has been making efforts to bring Internet access to everyone. 　　About 85 percent of the residents of Issy have Internet access at home, well above the country’s 71-percent average, according to official statistics. 　　A major commercial hub in Shenzhen and increasingly an international district, Futian continues to actively pursue communication and exchanges with foreign urban centers. 　　Futian has set guidelines for building a more international community. It calls for the subdistricts to set up a one-stop service platform for expats, while exploring new mechanisms, by which the government and social resources can combine to help expats.
