Report on the Work of the Government
Delivered at the Second Session of the Sixth Futian District People’s Congress on January 9, 2013

On behalf of the district government, I now present to you my report on the work of the district government for your deliberation and approval. Members of the CPPCC district committee and other attendees are also invited to submit comments and suggestions.
I. Work review for 2012
2012 was the first year of the current district government, a year for laying foundation for achieving long-term goals. Under the correct leadership of the municipal committee of the CPC, the municipal government and the district committee of the CPC, and under the support and supervision of the district people’s congress and the CPPCC district committee, we adhered to the policies of stabilizing growth, adjusting structures, improving people’s well-beings, seeking harmony, advocating the rule of law, promoting reform, improving the environment and bettering services. We paid attention to quality, efficiency and implementation, and fully achieved the major goals for economic and social development in 2012.
The district’s GDP is estimated to reach 230 billion yuan in 2012, a 9 percent growth year on year and representing 102.9 percent of the GDP target. Retails of consumer goods reached 124.9 billion yuan, a 15 percent growth from 2011 and representing 103.2 percent of the annual goal. The retail amount also accounted for 32 percent of that of the whole city, the highest among all districts. Fixed asset investment reached 16 billion yuan, representing 123.1 percent of the annual target set by the district and 106.7 percent target set by the city. Foreign trade volume hit US$46.3 billion, a 28.5 percent year-on-year growth and representing 124.8 percent of the yearly target. Tax revenue reached 65.5 billion yuan, the highest among all districts and a growth of 0.5 percent year on year. Public fiscal budget income reached 9.36 billion yuan, a growth of 8.1 percent and representing 104 percent of the annual target. Average GDP and tax revenue per square kilometer of land reached 2.924 billion yuan and 833 million yuan respectively, both the highest among all districts. The use of land and consumption of water and electricity per 10,000 yuan in GDP decreased by 8.3 percent, 5 percent and 3 percent respectively, all more than targets. The district economy hit bottom and regained steady growth, featuring quality and sustainability.
In the past year, we mainly undertook the following work:
(1) Efforts were made to build high-end industrial system. New achievements were made in industrial transformation and upgrading
Strengthening early planning and continuously improving the planning system. We drew up Futian District Plans on City Renewal and Development and Futian District Plans on the Geographical Layout of Industrial and Cultural Developments, laying out the blueprints for the district’s urban construction and development. We launched the planning and research for Meilin International E-Commerce Industrial Belt, Antuoshan Museums, Zhuzilin International Science Community, and Huaqiangbei Multi-layer Streets. We also started a regional integration planning research on the Gemdale Shatou area, experimented a government-led model of housing estate renovation in Zhongkang residential area, and conducted research on a land price assessment system and the establishment of ownership for properties without full legal ownership in Shangbu area.
Speeding up industrial upgrade by strengthening policy guidance. We adopted the “1+1+9” policies — including Futian District Measures on Improving Business Environment and Services to Promote Economic Development —to support industrial development, and granted 441 million yuan to support the development of high-end industries. We made great efforts to develop modern service industries, with the construction of Shenzhen Stock Exchange Operation Center, Ping An Financial Center, China Merchants Securities Building and other financial head office buildings going smoothly. Tianmian City of Design was accredited as a national modal base for cultural industries, the Phase II of Shenzhen Creative Cultural Park opened, and five of the top 10 law firms in China have opened their offices in Futian. We spared no efforts in developing high-tech industries, and formulated a coordinated mechanism on technological innovation and protection of industrial property rights. In 2012, 120 new State-level high-tech enterprises were established here, a 29.7 percent growth year on year. The numbers of patent applications and approvals in the first three quarters soared 86 percent and 43.2 percent respectively over the same period in 2011. The added value of the high-tech industries in 2012 is expected to reach 19 billion yuan, growing 13 percent year on year and bringing an end to low growth in the past five years. We developed the economy of buildings, set up a database for buildings, and promote the construction of smart buildings. The number of buildings that generate tax revenues of at least 100 million yuan is expected to reach 68, five more than the previous year. The efficiency of using government properties also increased. We promoted the orderly development of the collective economy. The leadership transitions at 15 joint stock companies were completed with smooth standardization of management over cash, assets and resources of the collectively-owned firms. The headquarters economy, modern service industry, financial industry and cultural industry are expected to realize added values of 80.5 billion yuan, 150 billion yuan, 82 billion yuan and 16 billion yuan in 2012, growing 11 percent, 10.6 percent, 12.5 percent and 10 percent respectively, all higher than GDP growth. Industrial upgrades accelerated.
The district made more land available to boost development momentum. We expanded 1.9 million square meters of land for industrial development in 2012. We planned to have 48 urban renewal projects, with 31 already officially listed for urban renewal. Work started on five projects last year, bringing the total number of work-in-progress projects to 11. The projects of Seg-Hitachi, Xiasha Village, Shixia Village and others made smooth progress. We completed the purchase of shares in Futian Ranji Power Plant and initial design work, as well as the legal demolition for the CATIC City renovation project. Futian District Government Investment Whole-process Management Measures was promulgated. We set up a database of government investment projects, project classification management and speedy implementation mechanism. We enhanced the classification management and multilevel supervision on 112 government investment projects and 75 social investment projects. A total of 1.601 billion yuan was earmarked for 332 government-invested projects in 39 batches.
We strengthened industrial clustering and new high-quality projects grew rapidly. The construction of industrial parks was the means to achieve this. China (Shenzhen) New Media Ad Industrial Park will be built in Futian, Futian International E-Commerce Industrial Park became one of the first State-level model base for e-commerce, and Shenzhen International Innovation Center sought investors and tenants. Shenzhen Meta-material Industrial Alliance and Genome Industrial, Research and Investors Alliance started registration process. E-commerce Trustworthy Trade Environment Ecosphere project was approved to conduct trial run. Shenzhen Internet of Things Test Center, New-generation Information and Communication Technology Test and Demonstration Platform and other important projects progressed smoothly. The American firm UL established a safety engineering laboratory in the district. Paying attention to the combination of industry, higher learning and research, Futian signed strategic cooperation framework agreements with HKMEx, Shenzhen Institutes of Advanced Technology of Chinese Academy of Sciences, Shenzhen Guochuang New Energy Research Institute and the Academy of Art and Design of Tsinghua University. The State-level Key Lab for Virtual Reality Technology and System of Beihang University established a branch in Futian. We adopted imbedding modes to help industrial and cultural high-end projects find properties or land in negotiations on 150 projects, 23 of them successfully completed.
We enhanced services to enterprises and business environment improved. The district set up an enterprise development service center, formulated Measures of Classified and Tiered Services for Futian District Enterprises, and practiced a system of district leaders serving enterprises. District leaders visited more than 320 important enterprises and solved more than 200 problems raised by these enterprises. We published Catalogue of Preferred Industries for Investment, organized 26 trade events, and attended the Western China Fair on behalf of Shenzhen with deals worth more than 10 billion yuan.
(2) Building a sophisticated urban construction management system, with the urban quality improved
In urban construction, we invited internationally renowned design firms to conduct overall planning for the urban environment, launched environment upgrading projects on 33 roads, and completed the greenbelts of the Futian sections of Guangzhou-Shenzhen Expressway and Beihuan Boulevard, and the Phase I landscaping project for Shennan Road Central. We launched efforts to turn Futian into a model district for ecological civilization, reinforced the achievements in cleaning and beautifying Futian River and Xinzhou River, and cracked down on environment violations. A low-carbon campaign was launched among 5,000 households to promote low-carbon lifestyles.
In urban management, we took the lead in the city in the coordination mechanism among urban administration and police in sharing evidence and information and law enforcement coordination. We delegated urban administration power to lower-level departments, outsourced services in combined law enforcement, and developed a digitalized urban management application system. We launched a campaign to improve urban environment and started a garbage classification and reduction project. All the district’s urban villages were the first in the city to pass a comprehensive inspection. Futian also won an excellence award in the Shenzhen Environment Cup competition for the 14th straight year. The Pengchengbao Car Exhibition Center and other illegal sites and buildings were demolished successfully. Illegal uses of land in the district dropped 93.42 percent, the biggest drop in the city. Futian is the only district that saw no increase in illegal construction.
In urban safety, we solved 29,625 disputes and tackled 58,527 hazards, achieving social stability and harmony. The number of crime reports dropped 39.6 percent, with the number of eight types of violent cases accounting for only 2.7 percent of the total, which was the lowest in the city and in the district’s history. The numbers of safety accidents, deaths, injuries and direct economic losses dropped 30.68 percent, 27.78 percent, 32.84 percent and 47.11 percent respectively from 2011. The World Health Organization named Futian the first district (county)-level “international safe community” in South China. During a provincial campaign to fight triad, commercial bribery and fake products, the district cracked down on 2,128 cases of producing and selling fake products, involving products worth 214 million yuan. During the same campaign, the district busted 55 gangs who monopolized markets by violence and investigated 62 commercial bribery cases.
In urban culture, we formulated Decision on Building High-quality International Culture-strong District and a series of policies on special funds for developing cultural undertakings. We earmarked 100 million yuan for public-benefit cultural events, introducing cultural and sports celebrities such as Lang Lang, Wang Luxiang, Yi Jianlian, Meng Jinghui, Nie Weiping and Yin Qing, and launched an urban sculpture art project. We also built Futian Memories Park featuring native culture in urban villages, Houwang Temple in Xiasha, and Oddly Shaped Stones Museum in Shuiwei. We successfully hosted a series of major international and domestic competitions and events. We took the lead in establishing a district-level foreign affair department, and launched a series of events involving expatriates, such as Expats Tour Futian and the first New Year Concert for Expatriates in the district. These events helped improve the district’s international atmosphere.
(3) Building an efficient public service system, with progress made in social undertakings
Ten projects aimed at improving residents’ well-beings were completed as scheduled. Firstly, the Spark Program aimed at promoting start-ups to raise employment rate over-achieved its target, with 6,265 small or micro enterprises established and 18,795 people employed by them. As the first employment assessment benchmark, the Futian Happy Employment index appraisal system test-ran in three subdistricts. Futian has been ranked top among all districts in achieving employment and start-up targets for eight consecutive years. Secondly, 75 percent of the district’s communities have been covered by the family physician service provided by community clinics, 5 percent higher than the original target. Thirdly, we started the construction of day care centers for elderly residents. Approvals were given for the construction of nine such centers, and plans on starting the projects were issued. Management Measures on the Construction of Senior Citizens Day Care Centers were formulated. Fourthly, replacements and refitting were made on 219 lifts and escalators, 9.5 percent higher than the target. Fifthly, in addition to the catering centers in Gemdale and Tairan that were built as scheduled, the catering center in the Cultural Creative Park was built. They eased the shortage of restaurants and canteens for about 100,000 people working in these areas. Sixthly, 2,315 apartments were provided to low-income residents after the completion of an affordable housing project at land lot No. 114 in Fubao Subdistrict. Seventhly, Futian took the lead in the city in launching the low-tuition preschool program, and invested 26 million yuan in building 20 low-tuition kindergartens. Eighthly, 12 community service centers were built and put into service. Ninthly, work started on 66 km of community greenways, and plans on building 15 street parks were made, with construction started for three of them. Tenthly, the underground car park at Shenzhen International Innovation Center with 1,098 parking spaces was built. Environmental impact assessments and designs were completed for additional parking spaces at the south of the center and the Tianmian underground car park. Construction will start after approvals from relevant city departments.
Social undertakings developed quickly. We promoted international education cooperation. All middle and primary schools in the district have foreign teachers, overseas sister schools and teachers trained overseas. We launched a program to transform the ways of teaching and learning and a project for new schools, spent 45 million yuan in equipping middle and primary schools in the district with air conditioners. Futian was rated as “a model district in internationalized basic education” by the Ministry of Education, and “a national model district in family education,” the only district in the city to win the honor. In public health and family planning, we implemented 12 measures to improve public health services and an action plan to build a “healthy district.” We trialed a new service that allows patients to receive treatment in public hospitals before making payment. Futian was named a national model district in chronic disease prevention and control. Work started on the renovation and expansion projects for the district people’s hospital, traditional Chinese medicine (TCM) hospital and the liver and intestine branch of the district people’s hospital. The land requisition for the final project of the district people’s hospital became the first successful acquisition for the city’s public-benefit projects after the State Council promulgated Regulations on Requisition and Compensation for Buildings on State-owned Land. We started a program to build clinics featuring famous TCM doctors and offered birth defect test using BGI’s technology. We formulated measures to help one-child families who lost their children. We also drafted measures to help the poor and the disadvantaged in Futian, and spent more than 72 million yuan in giving subsidies to 81,000 low-income, elderly and disabled residents. In attracting talents, we recruited seven medical experts and five school headmasters through open, national selections. Futian Outstanding Talent Awards and Futian International Friendship Awards were given to Chinese and foreign talents and professionals working in Futian.
Notable achievements were achieved in social management innovation. The Residents’ Council of Caihong Community was listed as one of the city’s important projects in social management. Yitian Community’s effort to build a livable community in Fubao Subdistrict was listed as one of the province’s observed projects for social management innovation. We launched 262 small actions in social undertakings, and promoted autonomy and mutual help among community residents. We gave full play to the roles of social workers and volunteers and granted the city’s first District Head’s Awards for Volunteer Service. We improved the efficiency of the “Great Butler” resident daily-life service platform, providing services to 163,600 people who asked for help. Self-discipline was enhanced among nongovernmental organizations (NGOs). Research was conducted on the district’s 412 NGOs. We made legal aid available within one km. The Futian Model of Mediation passed the assessment by the Judicial Ministry. Mediation was conducted on 18,300 disputes in 2012, with 97.2 percent of them successfully settled. A total of 12,300 “building chiefs” were elected, with a 100 percent coverage rate.
(4) Building a diligent and clean administration accountability system
Clearer goals were set for improving governance. We formulated 20 measures to improve governance and provide high-quality and efficient administration services. The three “Four Goals” in improving governance are: Building a service-oriented government, rule-of-law-based government, efficient government and clean government; Administration management will be more sophisticated, standardized, procedure-based and IT-based; The goals of public service are efficiency, effectiveness, effect and equality.
Improve the government’s rules of work. We formulated the Government’s Rules of Work, Rules of Work for Executive Meetings and other rules according to the principle of “clear responsibilities, administration according to rule of law, full authorization, and permanent accountability.” Government decision-making was focused on strategy, planning, policies, standards and procedures. Examinations of routine individual cases were reduced. We also streamlined the executive meetings of the district government, and increased the quality and efficiency of decision-making. The numbers of executive meetings and agenda items decreased by 50 percent and 60 percent from 2011 respectively.
Government administrative services were more efficient. We formulated annual plans on the management of government performance, and expanded performance review to cover all the district government’s functional departments and subdistricts. We also introduced measures to hold leaders of administrative departments accountable. Futian was the first district in Shenzhen to complete the streamlining of administrative approvals, reducing 24.4 percent of administrative approval items — which means 1,395 working days for approvals were slashed. We built a system of three levels of administrative service, becoming the first district in the city to open an online service hall. Residents and enterprises can make appointments and make inquiries at the platform.
A comprehensive administration accountability system was founded. We appointed task forces for major matters, named special supervisors for special work, and built an electronic platform on the supervision of the handling of major matters. We also strengthened supervision of fiscal expenditure. Dynamic supervision was conducted on 161 important matters designated by the city and district governments. Accountability was toughened and we handled seven cases of administrative misconducts, with four people disciplined.
Fellow deputies, the achievements of the past year did not come easily. All these achievements can be attributed to the correct leadership of the municipal committee of the CPC, the municipal government and the district committee of the CPC, as well as the support and supervision from the district people’s congress, CPPCC district committee and people from all parts of society, and the diligent work of all cadres and masses. Here, on behalf of the district government, I would like to express high respect and sincere gratitude to all people, people’s congress deputies, CPPCC members, members of all democratic parties, and soldiers and armed police stationed in the district.
Through the work of last year, we realized that Futian, as a central district, should have far vision, seek long-term development, and be able to innovate and pioneer. We also came to know the difficulties and challenges facing us as we move forward: First, Futian has a huge economy with tight supply of land, making it difficult to seek stable growth and economic restructuring and raise the quality of economic development; Second, Futian still lags behind major international cities in terms of urban quality, the environment of rule of law and the quality of residents and culture. Third, public services such as education and medical care cannot fully satisfy the needs of residents. Four, some public servants and government departments have weak sense of service, responsibilities and innovation. The government still needs to improve its efficiency and effectiveness. Therefore, we should have stronger sense of responsibility and urgency, and innovate new ways to solve these problems.
II. Major tasks for 2013
The year 2013 is the first year for the implementation of the spirit of the 18th CPC National Congress and also a crucial year for Futian District to strengthen the foundation of works on all fronts and make enormous strides. In general, the slow growth of the international economy will continue, and favorable and unfavorable conditions of external environment will coexist. On the one hand, demand from major economies remains sluggish, trade protectionism is gaining ground, and operating costs of enterprises are rising. On the other hand, domestic demands are gradually expanding, urbanization is accelerating, and enterprises’ innovative capability has been enhancing, and the economic development is undergoing transformation from breakneck growth to steady growth, and from scale-expansion growth to quality and efficient growth. Therefore, in accordance with the requirements of cautious optimism and maintaining steady development, we must take into account all the difficulties we are facing, and seize every opportunity in an accurate way. We must also stick to the conception of “plan strategically and implement tactically,” and be guided by scientific and ahead-of-time planning. With pragmatic and efficient implementation as the guarantee, we are sure to make better use of all resources and make solid progress in all fields of our work.
The overall approach of this year’s work for Futian District Government: implement the spirit of the 18th CPC National Congress and that of the speeches made by General Secretary the CPC Central Committee Xi Jinping during his tour of Guangdong Province in a comprehensive way; follow the general requirements with regard to economy, politics, culture, society and ecology; center our work on the strategic goal of building the district into an intelligent international pilot urban area promoting rule of law and promising a high quality of life; work towards our objectives of re-emancipating the mind, addressing residents’ concerns in a down-to-earth manner, and creating a bright future through hard work. With an economic development geared towards high end, quality and advanced technology, we will strive to seek incremental development, ensure quality, and promote innovation. We will work hard to make new and greater progress in promoting industrial restructuring and upgrading, improving residents’ livelihood and urban environment, as well as optimizing business environment, among others. Efforts will also be intensified to enhance the central district’s power in attracting resources, industrial chain-linked effect and economic radiation force.
The major targets we have set for this year’s economic and social development are as follows: to increase GDP by 9 percent year on year; increase the total volume of retail sales of consumer goods by 12 percent; the social fixed-asset investment and export volume will remain basically the same with 2012; the public fiscal budgetary revenue will increase by 6.3 percent year on year; residents’ per capita disposable income will grow by 10 percent; keep the registered urban unemployment rate at or below 3 percent; the use of land for every 10,000 yuan of GDP will drop by 6.5 percent while the consumption of water and electricity for every 10,000 yuan of GDP will drop by 2 percent.
In the light of the above-mentioned general thinking and the objectives and goals, we must strive to accomplish the following tasks:
(1) Highlighting high-end clustering and innovation driving, and vigorously improving the quality and efficiency of economic development.
The key to promoting Futian’s scientific development is to improve economic quality and efficiency. It is also of major significance for us to give more respect to the law of market and allow the district government to play the role of guiding the behavior of market players. Moreover, we will continue to promote headquarters economy and modern service industry, and enhance the congregation of high-end resources and innovation capabilities.
To continue to help pillar industries in the district to move upmarket. We will accelerate the construction of urban areas for the development of headquarters economy, and make efforts to introduce multinationals’ regional headquarters and R&D, marketing and other functional headquarters. We have set the goal of introducing three to four new companies invested by the world’s top 500 enterprises. Implementing the cooperation programs with China Shipping Group and HKMEx, encouraging CNPC’s southern company to start operation as soon as possible, improving the development of building economy, optimizing supporting policies with regard to the building economy, promoting the refined management of buildings, improving the environment and upgrading public facilities near key buildings, and giving play to the agglomeration and radiation effects of industrial parks.
We will make progress this year in promoting the integration of service industries of Shenzhen and Hong Kong against the backdrop that a service trade liberalization plan between Guangdong Province, Hong Kong and Macao is being formally implemented. We will take the initiative to undertake the transfer of the modern high-end service industry from Hong Kong and overseas regions.
We will take measures to make the financial industry bigger and stronger, set up strategy consulting agencies for the development of the financial industry, and make the most of the policies drawn up for the support of the financial industry.
We will vigorously promote the development of the trade and logistics industry, enhance the vitality and influence of fashion consumption in the CBD area, push forward with the construction of multilayer blocks in the Huaqiangbei commercial area to bolster the core strength and competitiveness of the area. Measures will be taken to reduce the impact brought about by Metro construction in the area. We will tap the advantage of enterprises engaged in supply chain management to establish national distribution centers for imported goods including red wine, cosmetics and electronic products. More research work will be done to guide, support and promote the economic restructuring and development of the collectively owned stock companies.
Further accelerate the conglomeration of emerging industries. Draw up a five-year plan for speeding up the development of emerging industries and tap into resources of all kinds to this aim. Speed up the introduction of innovation platforms such as national-level and international-level key labs, engineering research labs, test centers, engineering (technical) research centers, and technical centers for enterprises so as to accumulate strategically important resources and compete for the high ground for technology.
Emphasis will be on the promotion of strategic cooperation with Shenzhen Institutes of Advanced Technology, Kuang-Chi Institute of Advanced Technology, BGI, the new energy research institute under Shenzhen International Technical Innovation Research Institute and CETC. Efforts will also be made to introduce key platform projects including the key national labs for digital TV. Giving full play to Futian’s advantage as a major high-tech industrial park and striving to help high-tech enterprises in the district to be included in the pilot programs for the new OTC Bulletin Board. Striving to lure Zhongguancun Industrial Alliance, Tsinghua University High-Tech Park, Samsung Network R&D Center and Big Data Research Institute and other high-end resources to settle in the district.
Pursuing the development of security enterprises in terms of their scale and conglomeration. Take measures to help these enterprises to move higher up the supply chain and build the district into a global “capital of security enterprises.”
The district government will draw up development plans for the creative cultural industries and give primary support to sectors including creative design, advertising, new media and cultural information services, films and TV programs, cultural exhibitions and cultural software. It will also draw up plans for the management of cultural industrial parks and make China (Shenzhen) New Media Advertising Industrial Park a model park in this regard.
To further cultivate happiness-driven industries. Action plans will be put forward concerning the development of happiness-driven industries and efforts will be made to create a pool of projects that will have a broad prospect in the future. For the health-care industry, priorities will be given to the development of social health-care services, modern high-end medical services and technological research industries. Private investments will be introduced to develop nursing services for the elderly and application of information technology in the fields such as food safety will be promoted. Innovative catering businesses will be encouraged to grow at a faster pace.
In the filed of urban fashion industry, emphasis will be put on the development of industries such as high-end brand clothing, jewelry, models, sports and fitness, as well as leisure tourism. With regard to the intelligent low-carbon industry, great efforts will be put on the development of intelligent community services and modern information services. E-government, e-commerce and application of electronic public services will be promoted. Development of energy-conservation, new energy and environmental protection industries will be sped up.
To better serve enterprises. Resources in and policies for serving enterprises will be integrated and the intermediary service function of the industry associations will be given a greater role. A dialogue mechanism involving the district government, industry associations and enterprises, a routine working mechanism for the communication between the government and enterprises, a liaison officer mechanism for key enterprises, and an evaluation mechanism for enterprise services will be established. More methods will be devised to better serve enterprises and district officials will continue to serve designated enterprises. More support will be given to small and medium enterprises. A comprehensive service network and dynamic information management platform will be set up to serve enterprises. The district government will also help enterprises explore domestic and overseas markets and offer support for them to set up overseas sales networks, trade platforms, e-commerce platforms, and engage in trade events at home and abroad by organizing delegations.
(2) Planning always goes first and optimize land usage to improve quality and capacity of urban development
We must make good use of limited space in Futian District and use land more economically and intensively.
To intensify the role of planning as guidelines. Existing plans for key development projects will be deepened, specified and optimized. Planning on large areas must continue and urban renovation system must be improved. Planning and construction on the international e-commerce industrial belt in Meilin will be quickened, and on Futian Free Trade Zone, Huaqiangbei multilayer streets and China Information Valley in the Shangbu area will be accelerated. We will also map put plans on the development of high-tech industry, talent introduction and training.
To expand space for development. A spatial database will be established to realize dynamic and sustainable development. Renovations on the city's new-generation IT industrial park, Gangxia Heyuan area, Phase One of Shazui Village and SEG Hitachi will be stepped up. Investment and funding system reforms will be deepened and social investment will be encouraged. Investments on fixed assets will be increased and work on 15 fixed assets and urban renewal projects will kick off at the beginning of this year.
To enhance work on helping projects seek investment and promoting progress of projects. With an aim to attract more important projects, we must use CBD land more economically and intensively. We will perfect the joint conference system to promote progress of projects. The preliminary work on promotion of Shenzhen International Innovation Center has been finished and so are supporting facilities of Futian International E-Commerce Industrial Park. An information system of government-funded properties will be set up to better serve enterprises that settled down in the properties. In urban renovation projects, enough space will be set aside for public service sectors such as government-subsidized housing, community health centers, elderly homes and community service centers.
To improve people’s living standards. To build Shenzhen an international advanced city, we will continue to create a better eco-environment and build a beautiful Futian. Priorities will be given on the U-shaped green urban “lung” in the CBD and construction of a greenway circling the district. Landscape projects, including street parks and the ecological forest on the Futian section of the Fulong Expressway, are under construction. An overhaul on CBD lighting and urban village environment will be carried out and construction on urban sculptures will be quickened. The planning on construction of Mangrove Eco-Park will be launched and water environment and reservoir landscape will be improved. Work on a digital intelligent urban management system will start, sanitary facilities will be upgraded, sealed garbage collection mode will be promoted, and facilities will be built to deal with kitchen wastes to curb the recycling of gutter oil. A land supervision and information platform will be built to crack down effectively on illegal land use and constructions.
(3) People's livelihoods come first and let the public share achievements to improve people's well-beings
To improve people’s livelihoods always tops the government agenda. We will increase public spending in causes concerning people’s livelihoods, adhere to education internationalization, conduct various forms of international education cooperation, strengthen civic education, start turning all senior high schools into boarding schools, and encourage transformation of methods of learning and teaching in all schools. We will also explore to set up educational institutions that are small but excellent, open and international, and accelerate the operation of the Shenzhen branch of the Academy of Art & Design of Tsinghua University and the construction of Lang Lang Academy of Music and Repin Academy of Fine Arts. Employment will also be priorities of the district government work. Residents are encouraged to start up their own businesses, which will create more job opportunities. High-caliber overseas professionals will be introduced and a talent databank will be set up. To improve people’s health, we will step up the construction of the Futian District People's Hospital and Futian Traditional Chinese Medicine Hospital, try to introduce high-end resources to run the hospitals, improve services at public hospitals, private hospitals and community service centers, and strengthen disease prevention and health promotion. To make sure cultural facilities benefit more people, we will open more sports venues to the public free of charge and lengthen the venues' service hours. Taking into consideration of opinions from residents, we promise to complete the following 20 projects concerning people’s livelihoods this year:
To build 20 government-subsidized kindergartens; create 10,000 jobs; set up 100 bars on health books and hold 100 lectures on health; promote community family physician service system, raising the community coverage of family physician service from 75 percent to 100 percent; expand "treatment before payment" service to people uncovered by the social security insurance program; Issue to 200,000 households five-in-one health kits; accelerate construction of 10,000 government-subsidized apartments and make 988 apartments available within the year; allocate 3,500 homes to qualified professionals and start to grant housing subsidies for talents; arrange 100 art shows and performances at affordable ticket prices with government subsidies; build seven cultural halls; build five low-charging parking lots; build a district-level comprehensive service center for disabled; build 10 daycare centers for the elderly; build 20 community service centers; set up 60 exemplary stations for garbage classification; set up 130 legal mediation stations; make all high-end office buildings and public service halls accessible to WiFi; set up an electronic database on residents' document application in the district public security bureau to convenience residents in future applications; finish Phase II constructions of Furong Greenway and community parks on Guihua Road. Fellow deputies, as a responsible government, we will keep our words. We will make explanations if any of the projects fail and responsible agencies must make public apologies, too.
(4) Transform management mode and upgrade service to create an international and rule-of-law environment for development
Both infrastructure and environment are key to urban development. We must create first-class environment for development by changing management mode and upgrading service, stimulating cultural creativity, and improving government efficiency.
To create a fair and equal environment of rule of law, we should promote the idea of rule of law, maintain dignity and authority of law, build a government that adheres to rule of law, enforce laws in a civilized and rigid way, and promote awareness of rule of law among the public. We will promulgate guidelines on implementation of rule of law in key sectors of social management, improve market supervision system and social credit system. We will also intensify the implementation of a system under which head of an administrative agency must stand at court if the agency was brought to court, encourage people’s meditation in solving public disputes, enhance protection of intellectual property rights and apply for a State-level pilot zone with heavy presence of the intellectual-property-right service industry.
To create a harmonious social environment, we will step up social management innovations, promote community management system reform, promote grass-roots residents' self-management, and quicken construction of landscape projects. We will encourage development of nongovernmental organizations, and let them play roles in social public management. We will promote volunteer culture and public welfare causes, work out plans to build international safe communities, prevent fatal accidents, enhance work on the disaster relief system, tighten supervision on food and drug safety, and improve urban public security.
To create a humanity environment featuring the integration of diverse cultures, we will strive to build Futian into a district with strong cultural competitiveness. We will step up planning and design on Antuoshan museums, continue to carry out the plan of attracting 100 world champions and cultural celebrities to Futian, construct seven cultural plazas, promote small urban theaters and outdoor plaza culture, build Coco Park International Bar Cultural Street, and enhance protection of history and culture of urban villages. We will also map out guidelines on building an international district and establishing friendship ties with more international cities, and host more international cultural and art events and sports meetings to increase the district's international influence and cultural competitiveness.
To create a transparent and clean district government, we will standardize decision-making procedures, accept supervisions by the district legislature and advisory body, and take into consideration of public participation, expert consultation, legal evaluation while making decisions. We will consider public opinions by holding online consultations, improve the evaluation and management system of government efficiency, and link officials' promotion and administrative award and punishment to their performances. We will also improve online administrative services, make the exercise of administrative power more transparent, and introduce one-stop administrative services to save time and trouble for residents and enterprises. We will strictly carry out policies of the central and city governments on reducing pomp, such as cutting government meetings, document papers and bureaucratic inspections in order to remain close with the public and win their trust. We will enhance fight against corruption to build a clean government.
Fellow deputies, a new year has started and we should set new targets and requirements. It is our responsibility and honor as well to serve residents and enterprises in the district. Futian is an ideal land for people to start up businesses and realize their dreams. Under the leadership of the city and district Party committees, we will spare no efforts to make Futian develop at a faster pace and every family live better, and help bring everyone closer to their dreams. 1. Land price assessment system: A system that includes a set of methods and processes to assess the value of land use right under certain market conditions, considering the land's ownership and its economic and natural characteristics.
2. Ownership determination for real estate with incomplete right: To decide the ownership of a real estate that is not an illegal construction but doesn’t have complete rights.
3. "1+1+9" policies: A set of documents issued by the Futian District Government in April 2012 to promote the development of industries in the district. The first one refers to a Furtian District Government document entitled: “Measures to improve government services to promote economic development.” The second one refers to a Furtian District Government document entitled: “Methods of fund management on Futian's industry development.” The number 9 refers to a set of related documents about the management of special funds to support headquarters economy, modern service industry, buildings economy, recycling economy, cultural industry, high-tech industry, district chief quality award, standardization strategy and management on appraisal experts.
4. Meta-material industry alliance: An alliance initiated by Kuang-Chi Institute of Advanced Technology, IER Venture Capital Co., Ltd, Research Institute of Tsinghua University in Shenzhen and other enterprises to establish a creative research and development center for meta-material industry, which has the capability to bring an output of 100 billion yuan to the industry.
5. Research and fund alliance of genomics: Formed by 28 institutes, led by BGI Shenzhen, the alliance was established to promote technology development and industrialization of the genomic industry. It can help members to share research and development platform, industry information, intellectual property and finance capital.
6. Shenzhen test center of the Internet of Things: It is a platform combining short-distance transmission technology authentication, M2M technology authentication, and applied technology authentication for the Internet of Things.
7. New information and communication technology experiment and exhibition platform: It is an experiment and exhibition platform based on the fourth generation of Time Division Long Term Evolution (TD-LTE), to display high-speed Internet surfing and multi-screen interactive system and other contents. It can combine the application of healthcare, transportation, education and film industry into a wireless city.
8. Embedding-style space expansion: During the development of residential and commercial real estates, the government makes plans and policies to coordinate the allocation of public facilities and commercial estates to achieve a win-win solution for residents and developers.
9. Low-carbon contest: The government holds a series of annual competitions, beginning June 5 every year, or the World Environment Day, like “low-carbon families” and “low-carbon schools,” to make environmental protection a household idea in the district.

International safe communities: Based on the seven criteria issued by the Collaborating Center on Community Safety Promotion under the World Health Organization, the government established a cross-department cooperation organization to coordinate related departments and personnel to promote community safety and accident prevention.

25. Futian District Government Investment Project Full-process Tracking and Management System: The IT system tracks government-invested projects for the whole process that covers the approval of project, preliminary phase, construction, final accounts and audit, asset transfer and ownership registration. It helps improve the efficiency of construction and the efficiency of the use of capital in government-funded projects.
26. Management of the Supply Chain: A modern management method that brings suppliers, manufacturers, warehouses, distribution center and channels together for the production, shipment, distribution and sales of goods, in order to minimize the costs of the supply chain.
27. The New Third Board, also known as Over-the-Counter Bulletin Board (OTCBB): A stock market for the trading of shares in non-listed high-tech enterprises at the country’s national science parks. It was named the New Third Board because it differs from the board for delisted firms and the original STAQ and NET markets.
28. Happiness-oriented Industries: A new concept raised by Guangdong. The term refers to industries that can improve people’s sense of happiness by providing services and goods in health, medical care, convenient transport, food and catering, sports, intelligent living, cultural and entertainment, leisure and tourism, and environmental protection. Such industries are deemed to be conducive to promoting industrial restructuring and building a Happy Guangdong.
29. U-shaped Urban Green Zone: Green belts are being built to connect Civic Center’s Artistic Corridor, Lianhua Hill, Bijia Hill and Central Park, forming a U-shaped green zone.
30. Green Loop: A 50-km greenway network will start from Huanggang Checkpoint and connect with the Bijia Hill and Central Park after passing the Mangrove Nature Reserve, Meilin Green Corridor and Huanggang Road.
31. Closed garbage collecting and transport system: An automatic, closed garbage collecting and transport system that will not result in the spill of garbage during transport.
32. Small, open and international colleges refer to those established in cooperation with Chinese and foreign prestigious universities and research institutes. 34. Five-in-one Health Kit refers to a kit that contains BMI measurement ruler, oil bottle with volume control, salt box and spoon with volume control, and a guide on healthy diet. The kit aims at helping residents live a healthy life.
